"Militia" is the quest.. and i have to use 50 or more militia to kill a camp "On my home zone". Since i've cleared my island i dont see any opportunity here ?

In my quest book i have quest's that should have been finnished at lower lvl then i am now, and i cant do them now. and i have this first quest asking to take out the "first camp or leader camp" or...

is the game down ? i can't get in..
