The catch, and maybe reason to actually use saltpeter for buffing is that it is a resource we can´t make ourselves. Hence there will be a limit to how many of these will be available.

Even so, you only need 6-8 new licenses. The production of materials is so much faster than the bookbinder that you only need one of each building. Surely that is possible to squeeze in somewhere??...
