I have tried this on my droid RazR. and there is currently no app yet, you can access via a web browser, but it is slow and I have found that you get booted out after a short time. This is whilst playing over WiFi connection. So I would say no, it is not playable in it's current format on a phone yet.
Hehe that's unfortunate, was wondering it was possible as well, would be nice to do check some things while eating my lunch at work :P
Well, I dig out an old post here regarding the issue, and now I CAN play by my phone, though a bit slower and can't construct buildings, but could do all other actions~~
