The one we get from the quests is green, and this one in merchant is all brownish...

No it does not require a license.
None of the buildings you buy for gems in merchant use a building license.
And I just wanted to ask why are noble residences dead - I mean, except that I use Magnificient Residences and Frozen Manors for the most?
