Sorry, but I've slept since then...
Is your Mayors house upgrading?, if I recall there is a second building whoms upgrade stops collections being made
When it comes to Gene pools and shallow ends they can be found at the bar drinking pina colada's
Indeed, if the mayors house is upgrading, then the collections buff production will pause until the upgrade is finished. The same as with all buildings, production stops during an upgrade.
