Help !!! How to build buildings in sector 2 ?

I have cleared sector 2. No bandit left. But i can't build anything in sector 2.
Could anyone help me?

After you've defeated a bandit leader, you need to build a storehouse in the new sector to claim it. Once claimed, you can build whatever you like on it.
