Pine Wood forester not able complete upgrade 3?

Hello Folks!!

I all most cut all the tries in my land and no more building license. So I was trying to upgrade the Pine Wood forester to produce more trees.

i am stuck at level 3 upgrade. I see a house with "!" icon. i assumed it need an upgrade residential building. so i upgraded few houses. but thing seems to happen. Please help! Please ref the attachment (image)

the house symbol means that youre already upgrading youre forester
