need help in knowing how to get this quest

i am level 35 and have quest vocational training out the 4 there is the artisanry one which ask you for a real page turner and apprenticeship ive got and done apprenticeship but the other one never came up and wonder if anyone who read this can help me out in how to get this quest or any reasons of it if you have done it.

I think the artisanry quest was unlocked when i built the advanced paper and ornamentalsmith. Can't remember for sure, but know it was level restricted and to do with codex.

okay they are higher level at 40 which not on so yea could be that as that why not come up. thanks Minion79
