Have a production of at least 0

Newbie question:

I have a quest where it is asking for a production of at least 0 of x. In this case wheat and water. That makes no sense. Is this a bug. I can not complete it.

any time you get a quest asking for at least 0 of x, what it means is have a production greater than x. try putting the following buildings to sleep, flour mills, brewies to get wour wheat production up, build more wells to get your water production up, buff farms and wells will help as well

it is not a bug, it says make 'at least' 0, so anything over 0 is just fine. the idea is for you to learn to get your economy making more than you use up. Use your economy overview to see how much you are making.
