Provision house

My provisions house wont be built, i removed a house in the same location because I clicked the wrong one.

So might have something to do with that..

I tore down the provisions house now, and then i cant build a new one either. Says maximum building count reached.

U can buy licences with diamonds, but sometimes bandit camps leave them when defeated.
