It might just be me, but the chat box scroll bar scrolls too far on each click, and i think with an actual button, you drag with the mouse, will allow you to drag to certain parts of the text.

You can use your mouse wheel in the chat itself which helps with the scrolling, but yes. The button indeed makes you take big jumps when the chat is in a small window. (Most) Laptops also got a function on the side of the touch-pad for it.
