I have 200 settlers in my star menu but don't have enough housing for them all. If I add them do I loose the additional ones or do they stay in my star menu?

It depends on how many settlers you can house. Hover over the settlers icon and it will tell you; Population limit: X.
Just add up the idle settlers and working settlers then you'll know how many you have left.
If you can house more, then using that population buff will add X amount of settlers to your limit. So if you have a pop. limit of 250 and you have 200 settlers, it will add 50.
This will put 150 settlers back into your star menu for when you can house more.
