I just build up 4 fir wood cutters and 6 fir wood forester to suport my cocking plants with woods. But two of the fir woods cutter are still empty of workers. Nobody want to be employed there. Is this a known bug?

I demolished they 2 fir wood cutters and build them up again in a new sector and now its work as it should. I first build them in sector 4 then I move them to sector 7. Is there a limit how many buildings you can build in a sector or is this a bug?
I lost 20 tools and, when i up grade, 200 marbles and 240 HW
