The signature must be 400 pixels x 100 pixels max (his sig is way bigger)
It must contain your avatar or your name (he meets this req, his name is in it )
The global theme of the signature must be "The Settlers" (his sig has nothing to do with settlers indeed)
so indeed, this sig does not meet the requirements, tho it is a nice sig
