building licences not refreshing today

i destroyed 4 exhaused mines (coal and iron) and logged in and out several times over the last hour, and the building licences haven't come back / refreshed.

You get the building licenses from mines back in the moment when it depleted... of course not again a second time when you destroy it.

Sometimes they come back up but you cant build and sometimes it takes longer for the server to work through the maths and give you back the license. Dunno what it is but eventually you always get back the license. It is as if there is a correction mechanism/algoritm running that recalculates licenses every so often and adjusts the accounts to the right numbers so even though it is annoying when it doesnt work (there are posts speculating what might cause this problem) - eventually you will have the right amount of licenses to build again
