After level 32, you earn gems when you level up. How you spend those gems is upto you. Buying licences with them is a good idea.
If at first you don't succeed, sky-diving is not for you.
170 gems after lvl 32, so that comes down to 10 licenses each 6 levels (which I strongly recommend over all the single-use stuff in the store).
