Is North Isle full?

Hi there,

One of my friends wants to play and join me on Northisle - but the only option he gets is Newfoundland... Is Northisle full?

If so will more slots open/inactive players be removed? Somewhat frustrating as (I presume) you can't buff and do adventures across different realms?
