Settlers game review on demolition

I have demolished three stone quarries and I have to wait for settlers to arrive delay 15mins?!. Surly since I have them already I should not have to wait to recruit them. They should automatically be available as all I am doing is redirecting them to a new job! Which is different from replacing those killed in battle!?
