    You can invite anytime, yes, but if he/she doesn't accept the invite within 8 or 9 hours (don't know exactly) he/she can't join anymore, and you can't send other invites neither he/she, nor others.

    Always send an invite when you know they are online. If they decline an invite you can send it again to someone else (or them again later) but at the moment there's a bug that the 8 hour expiry if it times out does not free up the spot. You can contact support if that happens to you and they *may* compensate you some portion of the lootspot value after a few days.
