I don't think that it is very fair that a building licence is used for a short term/non-permanent building like the copper mine. If you are at your building limit and you copper mines are depleted you cant build anymore and the game become pointless, unless you spend real money. Why can't the mines be the same as the other exhaustive resource deposits and be built building licence free.
Production buildings require licences and people and can be upgraded. Resource plots don't. Simple enough.
Mines require a licence and can be upgraded because they are producing ore. Quarries don't require a licence because it's the mason that does the production.
If at first you don't succeed, sky-diving is not for you.
You simply send out the geologist to find more, and rebuild the mine. no need to spend gems on resources. You get the licence back once the mine collapses, use it again if you choose to rebuild it.
