    sleeping buildings shouldnt take up building permits

    if you have buildings that you put to sleep in order to make something else more efficient, then they shouldnt count towards to building allowances. that way you dont have to destroy other buildings that take up resources to build.

    and what will happen when you wake your building up?? should you loose your "other" building? or your sleeping building?

    and by the way you dont "have to put" your bulding to sleep, you choose to do so.
