The levels of things discovered is crucial There are some items that are KEY! to economic development of your community. coal is correct with development requirements but marble is very out of balance they both have the same level of requirement. Both should be over 1000 per discovery.
it takes 30 minutes to find a new marble quarry, 4 hours for a coal mine. That's balanced
