ok, when you've cleared your island of all the nasty bandits, why do the border cones still separate the sections ?? are the game developers gonna allow these to disappear once its a 'safe' island ?

Nop those will only change collor. But wont prevent building.

yes,
but some small locations, like the pinetress between S2 and S5 are bugged
