Each blow can only kill a maximum of one unit each unless the attacker has "Splash Damage"
If your question is attacking with 100 generals each with 1 unit, or 10 generals each with 10 units, then there is a very big difference.
All units you did not kill, but only dammaged in a camp regenerate to full hp. Furthermore the attack carries on untill one side is dead, so if you attack with less, you usually loose more troops.

1 general can not have 2 times 10 recruits. Each general can only have 1 stack of each type of unit. So it would have to either be 2 different camps with 10 recruits each, or 1 general with 20 recruits.
But if an enemy camp would have 2 stacks of 10 similar units, the only difference being the name, then that would be exactly the same as fighting against 20 of either of those unit types.
It always works better with maximum units with as few attacks as possible.
For example and using a fairly reliable combat sim if you were up against 30 scavengers:
Sending 10 recruits per attack it will take 5 separate attacks costing you a total of 45-49 recruits as well as a total of 16 hours where the general cant fight (assuming only using 1 General and 4 hours recovery each loss).
If you send 100 recruits on one attack it will cost 12-15 recruits and no waiting for Generals to recover.
So as you see the it is much better to have all units in one attack when possible and makes a massive difference to the troops lost.

For example: 200 Rangers:
Losses: 43 BowmenCode:1: 10B 2: 11B 3: 11B 4: 11B 5: 200C
Losses: 46 BowmenCode:1: 46B 2: 200C
If you would use even more waves, you would lose less bowmen.
Because with every wave you always send a general who kills one ranger. But it depends on the enemies in the camp. It's not sensible in any cases. And, as some users said before, you will always have to wait 4 hours until you can attack again.
