hi all im a newbe will i be able to play the halliween event as im only new to the settlers online never played before

There's not really a whole lot involved in this event. You'll certainly be able to get at least some of the pumpkin farms, and should be able to buy at least some things with the pumpkins harvested.
Higher level players may be able to afford more things, but you won't be left out.

What kind of quests does he give and how many pumpkins are you rewarded?

tested those quest in testing site, rewards is like +/- pumpkins. Some quest you need give pumpkins to get pumpkins

so, only way to get pumpkins, are from pumpkin fields or buy them with gem, from gem shop, or trade
