"run aground" quest

Hello everyone!
I am having a quest problem and was hoping someone might be able to help me.
To finish this quest I have to make 100 tools available from my storage and I have to raise my tool stock to at least 500. I now have 587 tools in my storage but the quest is not finished. The progress bars say 100/100 and 500/500 but the quest is not done.
Is this a bug or am I missing something?

You have to click the 'pay resources' button. You'll only lose 100 tools though so don't worry
