This has happened numerous times to me. Sometimes when I try to make/recruit stuff from the barracks or provision house, the hourglass will appear and rotate there for 10+ minutes. If I close the window, sometimes the resources are lost but no units are produced.
I'm using Chrome (version 23) and 40/10 Mbps connection.
