The militia chain is the most likely chain to present you with this problem, but the problem lies in every quest chain were quests have to be unlocked before you get to a specific level.
yeah, i failed militia too, too early a level at 21 to produce iron then make iron swords! then 50 damn militia. the rest were easy once i was aware i could fail them so I concentrated on each quest at each level up. But finally ill be able to put those 2 exotic fruit baskets to use!
Is it possible to confirm that this:
applies to *all* the Quests with level limits?Some players could not finish the main quest due to the fact that the level was far too high. This issue has affected several quests, this will befixed.

As Fexno mentioned above any Quest that can relock will relock if one passes the level requirement, not just the most reported ones.

There are probably more quests chains that are affected by (too) strict requirements, but these are the chains reported since 2013-01-01:

- Your brother Theodor ("Foul eggs", "Recruits on the way", "Steel sword in advance"; lvl 31)
- First strike units ("Tactician"; lvl 23)
- Ranged units ("Bowmen"; lvl 24)
- Neither fish, nor fowl ("Sausage","The sausage pyramide"; lvl 24)
- Free the home zone! ("More sectors", "Once and For All"; lvl 30) (exactly 3 sectors (not more) is another requirement)
- Luxury Materials ("Get rid of the worms"; 36)
- Basic adventure("The moment of thruth", "Recruiting more Explorers","Adventure search"; lvl 37)
- Update older production chains ("Building upgrades"; lvl 12)
- Militia ("The Militia"; lvl 21)

Just this morning someone in Help mentioned a Level 15 Quest being stuck, "Join the Army" I think it was. It may have been blocked by the mysterious "Buff your Barracks" instruction, though that's just a guess.
