Why not make it so that when you log on, you have Global-1, Help, News, Whisper as channels, just as they are today but also a channel for your native language?
Based on where are, what country you set in your game profile, corresponding channel is opened for you in-game.
That would make non-english or ppl with bad english, avoid the ban-hammer when not being able to get help in their native language.
