Lots of other games do have them and they are hugely successful. I cannot see how they can create problems between people. I value all my members and they all value each other. Fairer than a small clique looking after each other and no one else - they should just set up their own guild. The reference to maxing out is that some do not put it in their star they just give it away to the first that puts their hand up. A Bank/Vault only allows a certain amount to be withdrawn each day BUT is available to everyone that needs it and only the administrator knows who donates. Its taken as read that those that can afford to will and more than happily help others. Currently we have a guild lottery that players donate to for others to win. Works well but i would like a vault as well everyone then has a small emergency fund they can dip into.
