Watermill does not build itself when placed

i recevied a watermill as xmas gift ,
but when i tried to place it in a an empty space on the map , the watermill simply not appeared
and the related icon ( previously coloured ) on the "star menu" now show up in greyscale


anybody experienced the same bug out there???
