You have a guild description and a section for notes at the top of the Guild for the guild leader, this allows you to set up certain messages when people login, that area not fit the bill? You can also create Community groups on the forum here as well

was thinking of something more interactive...maybe built into the mail page so you didn't have to go out of the way to clock any updates that every body could comment on ....rather than guild officers only
Some guilds make their own online forums to do all that. But would be nice to have it in-game.
