Missing building license

I had 0 licenses and 3 copper mines. They ran out and I started rebuilding them. I now have 2 copper mines and 0 licenses.

I have logged out, cleared cache, logged back in. Still not there.

Also, when I tried to post this previously - it just went to a blank white page and failed to post.
