Mines and building licenses

Hey, to build mines building licenses are required, but when the mine's exhausted and you destroy it you don't get back the license back. please inform me if i'm wrong, anyway please change that.

You will get the licence back as the mine exhausts, not when you knock down the exhausted mine. (Or if you knock it down before it exhausts)
