I'm level 14, and I completed the Missing Tools quest earlier today. But when I try and rush production on anything, the game doesn't let me because I haven't completed the Missing Tools quest. Can anyone help me out? Thanks.

Maybe try a refresh to see if that helps, also, have you tried adding the tools from your star menu into your stock?

I definitely added the tools from the star menu quite awhile ago. The Missing Tools quest is not even in my quest log, I completed it.
How do I do a game refresh? I've logged in and out several times now with no luck.
What exactly it the game limiting you from doing at the moment?

I'm betting he's looking at a locked quest that's next in the same chain... I'm also betting he hasn't reached the level requirements to receive that quest which is why it hasn't unlocked.
I suggest completing existing quests and not worry about locked quests so much.
But this comment about "can't rush production" is confusing. Maybe the gem button isn't working properly on his building list? A lot of people seem to have problems with that for some reason. Possible lag/poor connection related...
