lol i have very few wells due to lack of space also but the idea put to me was unbuffed water production as water cheapest res to make them with and fairly cheap to make wells also
i am using any type of resource i can get my hands on and making balloons out of them lol

mexelax13 still the one to beat on Sandycove for the prize you need more than 250k unbuffed water production

It probably can be done if you kill all your buildings and fill island with wells/trade office and provision house with few houses for the workers if your mad enough to do it
