Your post contradicts itself. You say the game wont let you build mines then say you have built loads of mines.
If what you meant was you have built loads of mines in the past and now all the sudden cannot then it could be you are short on building licenses maybe?
Mines will not build, got all resources, not building and got deposits.
Hello Daraagon,
Make sure you have demolished any previous mines you may have placed on the deposit.
If that is not the case try clearing your web browser cache, should that not help please contact support for further assistance.

Might seem a silly answer - but you are trying to build them on top of the deposits and not next to them?
