I can imagine eventually upgrading Nobles to 5, certainly a long term I-have-no-space-left plan though.
Magnificent Residences don't fit everywhere, and are quite expensive, while the Frozen manor itself will also I'm sure be quite pricey. I would think 1k here will pale in comparison.
You could try asking in the Suggestions part of the forum rather than the General Discussion area. I would think that our Community Manager is more likely to read Suggestions rather than trawling through general threads.
It is nice to know that people don't really bother with upgrading nobles above level 3 - I have been looking at mine a lot and thinking that 1k gold coins is a bit steep....
I think the OP's right. The fact that nobody goes for the lvl 4 upgrade is evidence that it is overpriced.

I have lots of upgraded nobles to lvl 4 and 5, this is an upgrade for later in the game. But they are one of the last buildings that i have upgraded.
My 5 floating residencies are at lvl 5 aswell.
i have all my buildings at lvl 5 , noble to so is great thing, but hard to do.
As has been mentioned earlier. Expensive yes but isn't that the point. L5 upgrades aren't for everyone and are pretty much an end game position when you are getting granite / coins from the bigger adventures and have upgraded everything else.
At Level 50 all mine are L5 as are many of my friends and it certainly helps with the increased population count meaning you don't have to micro manage which troops to make and which adventures to undertake.
I say keep them that way or be prepared to refund a huge amount of resources to lots of players that have already invested in the L4 /L5 upgrades.
