If you want to see someones details (Note and Officer note) you have to go to Guilds->Members and click on a player to see it. It would be nice to see it by clicking a player picture on friend/guild bar and selecting "Details". Also it would be nice to see notes on friends, not just guild members.

Nice thread. What I want to add: you also can use the menu bar in Forum - click Community > click Member List - et voila, there you are !!!
