We could gather threads that have been posted in during the previous week, and have a weekly poll? Just thinking of easier ways to implement it than prodding vBulletin too much.

Probably best if you yourself just choose 5 each week and post a sticky poll in this sub-forum for people to vote on.
Written response in that sticky might help dictate which ideas to use in the next weeks poll, though your selection of choices would also help us see which type of ideas were considered most beneficial (to BB and the players; rather than just the players).
Some ideas might appear in a following poll if they were not voted through one week and still gained enough replies or you thought them worthy enough.
I'm sure it will make people feel better about this suggestions forum if we saw that there was a path between the best ideas and the actual development team. Well done Alpaca for joining the cause and for considering promoting our ideas
"Your general was a tortoise!" ... "He will now amble back to his garrison as slow as his short reptilian legs will manage"
This part is what I really would like to see, so that players know what is actually being considered and what is never going to happen. This could be in a closed sticky thread, constantly maintained by BB_Alpaca
The voting part for what ideas players like best and what we like implemented first sounds like a perfect start. Until developers get the above done.
^^ Not sure it can be said better.
It's never been clear just why it's been so difficult but [lack of] communication has been an issue consistently and for a very very long time, this could be a huge step forward in improving things and making the time everyone (Players and Powers That Be alike) spends with TSO more pleasant and even, it is to hope, more rewarding.
+1/Thumbs up/Yea, Aye, and Yes Please/5 Stars <-- Whichever works.

Um, at the top-right of each thread is a "rate this thread" button with 5 options and a "vote now" button. Am I missing somepoint here?
Hairy, that is so painfully obvious it's easy to overlook.
Even if it was known how many votes are "enough" a poll still has the advantage of showing specific numbers, not just averages. The star rating could be useful in choosing a set for further discussion but the clear votes in a poll seem, to me at least, a better indicator of actual interest. From the FAQ - General Forum Usage - Rating Threads
What are ratings?
The forums allow you to rate threads between 1 star (terrible) and 5 stars (excellent). Once enough votes are cast for a thread, stars will appear next to its name in the listings. These show the average vote, and can be an easy way to see which threads are worth reading if you are on a busy forum.
On the forum viewing page you can also arrange threads by rating, with either the highest or lowest at the top.
It therefore makes sense to rate threads because it helps all users. To do this, click on the 'rate thread' link at the top of the thread viewing page. Choose the number of stars you feel best represents the quality of the thread. You may or may not be able to change your choice of rating at a later date.

Why not allow each person to ask 1 question each week, then the mods collect those questions and put them into a poll (ignoring questions that have been answered in the previous 8 weeks) then after a week has passed, the questions that are asked go into a new poll and players vote on that along with asking new questions for next weeks poll.
That way relevant questions get asked, players vote between themselves which questions are important and we don't end up having repeat questions getting to the top each time.

I'm more than likely working right now.
How is that going to help?
Are you effectively saying each player should make one new game suggestion each week or are you talking about something else?
We were talking about voting (through poll or other means) on one listed game suggestion each week that Alpaca could then take to BB for their response.
"Your general was a tortoise!" ... "He will now amble back to his garrison as slow as his short reptilian legs will manage"
I'm sorry to say, but I think the change the developers will actually answer a question is exactly 0. So dont pretend people have a change to get an answer.
In the past the developers have failed over and over again to answer even the easiest questions. With almost every event, immidiatly questions popped up and we just never get them answered. On the US server there was a topic for months where people cold suggest questions, and the community manager would choose a few and take them to the devs. And guess what? Nothing happened. Disappointed players, and thread gone now. Suggestions like "raise the limit for buffs/barracks" have been on the forum for ages, just as suggestions to just change the tekst for the "at least 0"-quest for example. And we never heard anything. Why would that be different this time, did they finally hire capable employees?
I appreciate the enthousiasm, but seriously, just try to get some basic queations answered (enough on the forum, just choose a few). If that works, which indeed would be a humongous surprise, then we can think of a system to select player questions. But as I see it now, that's just organizing disappointment.
