cant get building license

cant get builing license eventhough i beat the native genreals and have logged on and of several times?

I need some more information about where you can get Building Licenses.

You either mean this:

(On the home-Island defeating a Bandit Leader gives 10 Building Licenses, accept your Loot Mail to transfer the 10 Licenses to the Star then click them from either the "All" or "Buffs" tab and click them on the Mayor's House.)

Or you mean that you defeated all leaders (native generals as you called them) on your home island, and want to obtain more.
The only ways to obtain mote Building Licenses in this case are:

• Buy Building Licenses from with gems from the Merchant. In the Merchant they can be found in the category "Architect".
• Become lvl 32, which will grant you 10 Building Licenses
