They're stacking up, now have 2 running at once as the waiting quest has now become current whilst the previous one is still ongoing.
Same happened on Newfoundland, but both completed and cleared.

No fair, us Sandycovers want to be able to do 2 guild quests at once as well
At least one person reported that their guild did get that opportunity.
