You need to claim a new sector or buy them for gems in the shop, you can't trade them.

It's not clear what level you are Lorddownton. There are bonus +10 licenses when you make it to level 32.

The other opportunity available to you is to buy noble residences on trade. The noble residences on trade are license free. If you replace all your license consuming nobles with license free nobles, you should free up a lot of licenses. On Sandycove, they trade for around 440-550gc each, or 400 granite. If you are earning granite from adventures, you could try putting an offer on trade such as 400 granite for 1 noble residence. At least, that's how I got most of mine

Also upgrading and then buffing can save you building licences. Level 1 buildings seldom pays to buff, but from level 3 and up you'll notice the difference. Using half as many woodcutters to supply coking plants and then half as many coking plants to sypply smelters and half as many smelters to supply smiths. That's sums up to a lot of licenses. Having a buffing partner lets you buff even more since the buffs last longer. That means even more production lines that needs less buildings.
