Why does this General need the white flag retreat function/option when he can only transport troops and not attack camps ?
Is it just another simple oversight *(mistake really)* from B_B or is there something on the cards, which we are not party to at this present moment
in time.
Anyone have any ideas on this ?

May be devs had only few minutes to coding it, so took out a template so called General, changed some values like capacity limits, travel speed, then then they said Go and live! --- and it came to pass.
What is the problem here?
