Unable to Build Brewery

I am unable to build the brewery. I select it from the build menu but all that happens is, cancel action button appears and available locations appear just no building cursor/icon and on clicking/ attempting to place it all disappears and no building appears. This is quite annoying as I need to be able to build it to continue with the game and all other main quests.

A quick fix/response would be much appreciated.

but next day all was in order and no more happend anything like this

I also cannot build the brewery tried 2 browsers, cleared cache and still cannot see an image when goto place it on the map.
