It's quite possible to get, has around a 13% chance from the testing.
It's not upgradeable from the base 50 pop if that's what you mean.

I just bought 5 and got: 1 frozen manor, 2 Christmas trees, 1 pavilion and one witch tower. ( I'm so disappointed I didn't get all Raving Rabbits....NOT )

That's how it would look in the trade office indeed. The image I posted is how it would look on your island.

The resemblance is there, both buildings have a boat next to it, but on the island image the boat is still being build
