Increase your population limit by building a residence (intermediate building menu) or a noble residence (advanced building menu) .

but I can't build residence because I'm not "Level 15".. I am 14

While you can build a Residence when you reach Level 15, don't build too many of them. Only build just enough for your needs.

A Lv 1 residence holds just 10 settlers, and a Lv 1 Noble Residence holds 30 settlers. Each holds 10 extra settlers for each level-up.

To dramatically increase your population, when you reach level 19, you will need to demolish all your Residences (freeing up the building licenses) and build Noble Residences instead.
