I like this idea, but would be craziness in global-1. Maybe use another (global-4?) for the purpose.
Most guilds have a quiz night, where the guild leader or an officer asks the questions and dishes out prizes to the winners (out of their own stores, or from in-guild donations). They can't give gem prizes though, although they are usually very popular events.

The USA server ones are indeed a mess. Piles of people all hitting enter at about the same time. Of course then, the mod/BB running the event needs to base the winner off of who answered first according to his chat screen.
Dozens of people hitting enter at the same time mean some people then think they won (and did according to their chat window), but didn't according to the person running it, so then they spam chat more that they should have won.
Of course, G1 is regularly not really doing anything productive, so, inspite of the mess it could still be some fun.
I have seen a guild that has a couple of 'sister guilds' use one of the unused global channels (global-30, possibly?) to run a trivia quiz between all members of the three guilds. This of course meant that everyone in the channel was there for the quiz. In global-1 people will want to chat and with a quiz going on, that would be mayhem.
So, maybe if a 'global' trivia quiz was wanted, maybe one of the unused global channels could be set aside for the purpose. There are a few gaps these days:Spoiler
