    if you have the troops already made, then just click the green tick under the quest

    This quest requires you to have made the required amount of troops and then to have them in storage (they will show in the unassigned part of the army pop tooltip). Then the green tick will show under the quest. Click it and the troops will then be taken. Do not assign them to a general as this removes them availability.

    the issue is that you most likely have the recruits already set in your army u need to have say 133/139 if you have 139 of 139 assigned there are none spare to delegate

    You can unassign the troops in a general, it's something you will be doing a lot of as you progress.
