The license goes back automatically when the mine collapses and not when you demolish the collapsed mine.
Well, so far I've got it back every time I demolished the mine while still running. Not this time
Oh sorry i thought you were demolishing the collapsed mine to clean it up.

I'm sure. I was always 0 licenses left with all mines builded now I don't have enough licenses to rebuild all the mines. I contacted support since yesterday, I'm waiting for reply.
It was my mistake, no bug. Found out after I counted all the buildings - I build a farm instead of a field and the coincidence was the farm start building when my gold mine was destroyed. Thread can be closed.
